Position Summary
We are seeking a Senior Program Manager for the Department of Labor to lead a large-scale government technology modernization initiative focused on transforming Unemployment Insurance (UI) Benefits, Tax, and Appeals systems. The selected candidate will oversee program planning, vendor management, implementation readiness, testing, data migration, stakeholder engagement, governance, and operational transition activities through deployment and post-go-live stabilization.
This role requires an experienced leader capable of managing complex enterprise technology programs involving multiple vendors, government stakeholders, cloud-based solutions, and software implementation teams.
Required Education
- Bachelor's Degree in Information Systems, Computer Science, Business Administration, Public Administration, or a related field.
Required Certifications
Candidates must possess ACTIVE certifications.
- Project Management Professional (PMP)

Required Experience
Program Management
- Minimum 10 years of experience managing large-scale IT modernization or enterprise system implementation programs.
- Experience leading enterprise-wide technology transformation initiatives.
- Experience managing program budgets, schedules, risks, dependencies, and resources.
- Experience presenting project status and recommendations to executive leadership.
Government & Public Sector
- Experience managing government technology modernization projects.
- Experience working within state government or public-sector governance frameworks.
- Experience supporting executive oversight committees and steering committees.
Software Delivery & Implementation
- Experience managing software development lifecycle (SDLC) activities.

Key Responsibilities
- Lead planning, execution, and delivery of modernization initiatives.
- Develop and maintain integrated program schedules and milestone plans.
- Manage program risks, issues, dependencies, and budgets.
- Coordinate activities across Benefits, Tax, Appeals, business, and technical teams.
- Serve as the primary liaison between agency leadership, technology organizations, vendors, and stakeholders.
- Monitor vendor progress and drive timely issue resolution.
- Coordinate testing, data migration, deployment, and implementation readiness activities.
- Support governance boards, executive leadership meetings, and steering committees.
- Prepare executive dashboards, status reports, and risk assessments.
- Lead operational readiness, training coordination, and organizational change management activities.
- Support deployment planning, cutover execution, and post-go-live stabilization.
- Ensure successful transition to maintenance and operations support teams.
Preferred Candidate Profile
The ideal candidate is a seasoned program leader with deep experience managing large-scale government technology modernization initiatives, enterprise software implementations, cloud-based platforms, vendor ecosystems, and executive stakeholder relationships. Experience with Unemployment Insurance modernization programs, federal readiness requirements, and public-sector transformation initiatives is strongly preferred.
